Joseph R. Biden, Jr. won the 2020 presidential election. The Office of the Federal Register, part of the National Archives, has made available each State's Electoral College Certificate of Ascertainment and Certificate of Vote online here: https://www.archives.gov/electoral-college/2020
You can also read the full text of the joint session of Congress held on January 6, 2021 to count electoral votes in the Congressional Record. The Congressional Record is the record of proceedings and debates on the floor of the U.S. House of Representatives and the U.S. Senate. The Congressional Record is available online through Congress.gov, the official website for U.S. federal legislative information.
