The chartered township of West Southern Pines, NC was run by negros (blacks) in the 1925 - 1929 era. The town had a negro mayor and council. The police officers were also negros and one was my grand father (Frank Waddell). Where might I find minutes of the council or police department records for the township. The west side was annex to the east side to become the township in Southern Pines, NC around /about 1930. Any information or guidance you can share on the West Southern Pines, NC era would be great.
