tagged but not transcribed question

I just came across an issue of The Shield that had blue tags for all of the pages. When I happen to look inside, I saw that none of the pages had been transcribed. They were all only tagged. Does this happen often? When I see the blue tags I usually assume the page is done but I guess not. Are there any plans to address that issue? Have it be obvious when something is only tagged and not transcribed? I find myself wondering how many projects I have skipped thinking they were complete when they were not.

When I was doing quite a bit of transcribing for Citizen Archivists there were projects that never reached completion because only a few words might have been transcribed on an image. I enjoyed going through those projects and proofreading them to make sure that they were complete and then watching them disappear from the "Don't Leave Us Hanging" files.
