We searched the National Archives Catalog and located the collection Robert S. McNamara Personal Papers, 1967-1967 (Collection JFK-376) that contains one series of records that may include the memorandums you are interested in. These records have not been digitized. Please contact the John F. Kennedy Library (LP-JFK) at kennedy.library@nara.gov for information about and access to these records. We also located the collection Papers of Robert S. McNamara, ca. 1961 - ca. 1968 (Collection LBJ-P70024) that contains two series of records that may be relevant to your research. These records have not been digitized. Please contact the Lyndon Baines Johnson Library (LP-LBJ) at johnson.library@nara.gov with any questions you may have.
Next, we located the collection Robert S. McNamara Papers, 1959-1968 (Collection MNR) that contains 17 series of textual records and one series of moving images that may include the memorandums you are seeking. Most of these records have not been digitized. Please contact the National Archives at College Park - Textual Reference (RDT2) at Archives2reference@nara.gov and the National Archives at College Park - Motion Pictures (RDSM) at mopix@nara.gov, respectively, for additional assistance with these records.
In addition, we located the series Records of Secretary of Defense Robert McNamara, 1/1/1961-12/31/1968 and another series titled Records of Secretary of Defense Robert McNamara, 1/1/1961-12/31/1968 in the Records of the Office of the Secretary of Defense (Record Group 330) that may contain some information related to your search. These records have not been digitized. Please contact RDT2 for access to and information about these series.
