We are unaware of any online records concerning this topic. We searched the National Archives Catalog and located Material Inspection Reports and Related Documentation, 1940 - 1978 in the Records of the Office of the Chief of Naval Operations (Record Group 38) that contains the file DD-754. We also located Destroyer General Information Books and Related Documentation, 1907 - 1961 in the Records of the Bureau of Ships (Record Group 19) that may include records related to the USS Frank E. Evans. In addition, we located the main General Correspondence series in Record Group 19, especially General Correspondence Filed Under Filing Classifications DCHI to DMS66, 1940 - 1945, that includes files for Destroyers with hull designations beginning with DD. None of these records have been digitized.
