We checked the CIS Indexes, which are the go-to source for identifying congressional hearings. Unfortunately, we don't see any entries for either J.R. Roberts or H.E. Stearns in the 76th Congress.

Regarding hearing results, the Civil Aeronautics Authority published the title Aeronautical Statutes and Related Authorities in October 1940, which looks like a helpful reference. It's freely available online via Hathi Trust. You can also track congressional action generally through the Congressional Record -- the official record of proceedings and debate on the floor of the House of Representatives and the Senate. It's freely available online through GovInfo.
Another route is to look into the records of the Civil Aeronautics Authority, which are located in both RG 237 -- Records of the Federal Aviation Administration, and RG 197 -- Records of the Civil Aeronautics Board. You can search the National Archives Catalog for more information, or for assistance with both record groups, you can contact firstname.lastname@example.org.
