It might help to know more about your research goals. Is there a specific person or family you are researching, or are you trying to get a high level understanding of the enemy alien control program in general? The answer to that may affect which records may best suit your research needs.

Thank you for posting your request on History Hub!
In regards to lists of persons detained, the report shared by Ms. Brooks is the most complete that we have seen. We note that it was compiled from multiple series of records at the National Archives, which are listed in Appendix M.
The Immigration and Naturalization Service (INS), the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI), and the Army Provost Marshal General were all involved in the World War II Enemy Alien Control Program and each created records that provide information about groups and individuals. For example, both the INS and the Army operated detention centers for civilian enemy aliens, and an individual that was detained may have been in the custody of either or both organizations over the course of the war.
We searched the National Archives Catalog and located Field Reports Relating to Detention of Alien Enemies in District Numbers 1-21 (World War II), 1942 - 1945; Subject and Policy Files, 1906 - 1957; and Selected Records Concerning Enemy Alien Internees, 1942 - 1945 in the Records of the Immigration and Naturalization Service (Record Group 85) that include records relating to the arrest, detention, maintenance, and release of German, Italian, and Japanese alien enemies by the INS. If the individual you are researching was arrested or detained by the INS, there may be information about him in one or more of these series. We also located 51 record series pertaining to detention facilities. For more information about INS records, please contact the National Archives at Washington, DC - Textual Reference (RDT1) at Archives1reference@nara.gov.
The Subject and Policy Files are indexed by NARA microfilm publication T458 which is available through Ancestry as U.S. Subject Index to Correspondence and Case Files of the Immigration and Naturalization Service, 1903-1959. Accessing this index through Ancestry requires an account. You may search the series and view abstracts of records with a free guest account, however viewing the digitized index card requires a paid subscription. Some libraries provide free access to Ancestry to their patrons.
Next, we located Class 146-13 (Alien Enemy) Litigation Case Files, 1941 - 1950 and Class 146-13 (Alien Enemy) Litigation Case Files and Enclosures, 1938 - 1962 in the General Records of the Department of Justice (Record Group 60) that include files pertaining to those who were investigated by the DOJ. If a person was arrested or detained by the DOJ or one of its components (such as the INS) there may be a case file in these records for him or her. Information from individual detention camps was often added to these files. These series are indexed by General Index to Litigation Case Files, 1904 - 1951 in Record Group 60.
Plus, we located Records Relating to Alien Civilian Internees During World War II, 1941 - 1946 in the Records of the Office of the Provost Marshal General (Record Group 389) that includes the files List, Enemy Aliens Apprehended in US by FBI and Internees, Italian, Alphabetical. The latter file contains lists of internees which gives the name, civilian internee number, birth date, and date of internment. The series also contains various files listing those held at specific military detention centers. We also located Records Relating to Italian Civilian Internees During World War II, 1941 - 1946 in Record Group 389 that includes case files regarding Italian civilians who were held in military run detention camps. Also in Record Group 389 are Civilian Alien Internee Case Files, 1941 - 1945, which relate to the internees who were paroled.
Additionally, we located Classification 106 (Alien Enemy Control) Headquarters Case Files, 1940 - 1958 and Classification 106 (Alien Enemy Control) Field Office Case Files, 1940 - 1958 in the Records of the Federal Bureau of Investigation (Record Group 65) that includes records relating to investigations of violators of the Alien Registration Act of 1940. The FBI investigated certain types of cases, such as failure to register, violation of travel restrictions, and the possession of contraband. Because the headquarters files are restricted and because the FBI still has the index to these records, accessing the headquarters files requires filing a FOIA request with the FBI first to obtain the case number regarding an individual. The field office files are listed as unrestricted in the Catalog and consist of only two boxes, so it may be possible to review these records without needing to file a FOIA request. Please note that the field office files are unprocessed and the description is incomplete. They may not include records for Louisiana.

Finally, we located Alien Case Files, 1944 - 2003 (A-Files) in the Records of U.S. Citizenship and Immigration Services (Record Group 566) that include records of any active case of an alien not yet naturalized as they passed through the United States immigration and inspection process. A file unit list is available for these records. To search for the files pertaining to a particular person, please click on the blue “Search within this series” button. Then enter the name of the person into the search bar near the top left of the page that comes up. For more information about these records, please contact the National Archives at Kansas City[A] (RM-KC[A]) at Afileskansascity@nara.gov.
Additional A-Files are available through the United States Citizenship and Immigration Service Genealogy Program.
