    Defining action for state ratification of a federal amendment?

      On January 6, 1920, both Rhode Island and Kentucky ratified the 19th Amendment. However, I am not sure which action determined the actual ratification.

       

      Would it be the passage of the ratification bill in the legislature? In that case, Rhode Island comes before Kentucky since its full assembly agreed at 1 pm that day. Kentucky's legislature did not finalize its resolution until just after 4 p.m. the same day. The House ratified the amendment (72-25) first, but then the Senate debated over states' rights and then finally ratified the amendment 30-8.

       

      Or would ratification come with the signature of the governor? In that case, Kentucky came first since the state Suffrage Association made sure to get a photo op of Gov.
