Records of local police forces, when they are retained, are generally kept at either local or state repositories. Every state has its own way of doing things. Also, if the arrest resulted in court records being created, such as for a trial, there may also be records that are still in the custody of that court. We suggest that you begin by contacting the police force that made the arrest to inquire about the disposition of their historical records. Thanks so much for your help. The Galveston PD doesn't have records going that far back, sadly - loads were destroyed in various storms. I've tried to find his arrest record elsewhere, or at least a police report in a newspaper showing him as the arresting officer, but to no avail.
