Thanks for posting on History Hub! The National Archives does not hold the Papers of Daniel Webster, but you can access print and digital versions of this collection at various academic libraries. I suggest contacting the University of Virginia, the Library of Congress, or Dartmouth College.
There is a citation for Record Group 233, Records of the U.S. House of Representatives. If you have any questions about RG 233, you can contact a reference archivist at legislative.archives@nara.gov.

I assumed the Papers were at the National Archives, because the full citation in the Calendar section of the Wiltse edition of The Papers of Daniel Webster gives the location of this Petition as “DNA,” which is the National Archives, according to the Abbreviations and Symbols explanation in the book. I’ve contacted the legislative archives as you suggested. With the pandemic, it’s hard to track down minutia like this!
But, when I can’t find something it just makes me try harder. It exists somewhere.
