Transcribing

This is for the moderators. I have come across documents many times where the author has numbers written near phrases where it appears her intention is to change the order of the phrases. I posted one such page below. Many times when I have reviewed I have seen transcribers change the order of the phrases to what the numbers call for. Do you want us doing that or would you prefer we leave the phrases in the order written by the author? My assumption is to keep it as written. I would appreciate your guidance.
