Thank you for posting your request on History Hub!
Without knowing what records you searched at the National Archives, we may duplicate what you have already reviewed. We suggest that you review the General Records of the Department of the Treasury (Record Group 56), especially the files of the Secretary and the department where your father worked. We also suggest reviewing the records of the OSS department or office your father was associated with.
Since Woodlin graduated from the Columbia University School of Mines, please check the University archives for any records pertaining to him. Also, check the archives of the American Car and Foundry Company.

Thanks so much.
FYI, although many official records say that Will Woodin graduated with the the Class of 1890, he left after only one semester. The College of Mines was then four-year undergraduate program.John
