Marriage records are generally not kept at the state level. Rather they are county level records. What county in Wisconsin are you looking for?
This page on FamilySearch.org has some good information and a few links. (You may have to set up a free account to view the records that are actually on the FamilySearch site. I saw some of the links take you to other sites.)
FamilySearch.org has a guide to finding Wisconsin Marriage Records at https://www.familysearch.org/wiki/en/How_to_Find_Wisconsin_Marriage_Records
It provides links to both paid and free online tools you can use to locate them.
Dear Mr. Willut,
Thank you for posting your request on History Hub!
The Federal Government does not ordinarily create or maintain birth, death, marriage or divorce records. Such records are made and kept by State and local governments rather than the National Archives. For Wisconsin marriage records, we suggest that you search the Wisconsin Marriages, 1836-1930 index, contact the State of Wisconsin Vital Records, as well as review the FamilySearch research wiki on Finding Wisconsin Marriage Records.
We hope this is helpful. Best of luck with your research!
