The lists held by NARA are available on Ancestry.com and familysearch.org. There is also is a database of arrivals kept by the state of Massachusetts for the same period available at http://www.sec.state.ma.us/ArchivesSearch/Passengermanifest.aspx .

Thank you very much for your help. I'm actually looking for the surname COLLINS as Sullivan is my married name. My grandfather would be listed as either Patrick or Harry Collins as he may have changed his first name when he arrived. Based on different documents in ancestry.com he may have arrived anywhere between 1884 and 1887. I'm focusing on 1887 because he listed March 20, 1887 on his naturalization form.

If you cannot locate your grandfather with the aforementioned resources, we suggest that you review these Genealogy: Passenger Arrival List Research Tips and not limit your search efforts to only the Boston port. There are numerous ways that individuals could enter the United States from Europe such as via a ship to a larger number of coastal ports or over land from Canada, etc. Ship passenger arrival lists were a requirement beginning in 1820, but that does not guarantee that person was recorded or that the list still exists.
Many of the passenger lists have been digitized and are name-searchable online at Ancestry.com and FamilySearch.org. There may be a fee for using Ancestry. Instead, you may wish to contact your local library. Many library systems subscribe to these sites, making them free for patrons.

The information supplied by Alice Lane is correct as for his arrival date and ship. Mar 28, 1887 on the ship
Samaria however his ID- M5FT-RV2 Link: https://www.familysearch.org/tree/person/sources/M5FT-RV2
shows that this Patrick Collins was born in Co. Tyrone your Patrick Collins was born in Co. Cork. There was 10 Patrick Collins born in Co. Cork in 1878

I was able to get a copy of his birth certificate when I was in Ireland last year. For this reason I don't believe he is the Patrick Collins on the ship identified by Alice, even though he came to the US about the same time.
