You can download and submit a Standard Form 180 (https://www.archives.gov/files/sf180-request-pertaining-to-military-records-exp-april2018-1.pdf ) and mail it to the National Personnel Records Center.

I was able to track down the award card listed for your relative. Please see below. I know there is a way to request because now you have the GO# 172 HQ 2nd Bombardment Division listed you need to request I believe from the AF Archives. Someone from NARA help me, I cannot find additional information on how to obtain and the way to request.

Thank you for posting your request on History Hub!
We searched the National Archives Catalog and locate the series Award Cards, 1942 - 1963 in the Records of the National Archives and Records Administration (Record Group 64) that includes Air Force Award Cards [Distinguished Flying Cross]: Oliveira, Francisco - Pacurar, Acsente. Image 1004 is the award card for 2nd Lieutenant John W. Owen’s Distinguished Flying Cross (DFC). The card states the citation for the award as General Order Number 172, Headquarters 2nd Bombardment Division, dated August 5, 1944.
In the same series, we also located Air Force Award Cards: Ostuni, Anthony - Pacetta, Albert. Image 665 is the award card for 2nd Lieutenant John W. Owen’’s Air Medal with 2 Oak Leaf Clusters. The original award and the oak leaf clusters were also awarded under various 1944 general orders of the 2nd Bombardment Division.
The National Archives at College Park - Textual Reference (RDT2) has custody of microfilm copies of operational records relating to U.S. Army Air Force units. We searched the Air Force History Index to the microfilm and located 5 records for general orders of the 2nd Bombardment Division, to include GENERAL ORDERS 09-13-1943 through 02-03-1945 that should include the order for his Distinguished Flying Cross. In the PDF listing, the IRISREF is the microfilm reel number and note the FRAME and FRAMELST numbers for the location on the reel.
