The Statutes at Large is the permanent collection of all laws and resolutions enacted during each session of Congress. It's made freely available online via the Library of Congress and GovInfo -- a service of the Government Publishing Office.
The Civil Rights Act of 1964 is found in the Statutes at Large as 78 Stat. 241. You'll find Section 402 on page 247.
