Dear Mr. Reaves,
Thank you for posting your request on History Hub!
We searched the National Archives Catalog and located Organizational Records, 1967 - 1993 in the General Records of the Department of Transportation (Record Group 398) that includes organizational information about the Federal Railroad Administration. We also located Subject Files, 1967 - 1970 in the Records of the Federal Railroad Administration (Record Group 399) that includes reports pertaining to the organization and activities of the Federal Railroad Administration and administrative and personnel matters. Plus, we located Administrative History Files, 1964 - 1969; Biographical Files of Key Personnel, 1947 - 1980; Monthly Reports of Federal Civilian Employment, 1964 - 1971; Revoked Directives Case Files, 1957 - 1986; Department Organization Orders, 1950 - 1994; Directives Case Files, 1950 - 1979; Department Administrative Orders, 1950 - 1996; Records Relating to Policy and Management , 1961 - 1969; and Organization Orders, 1967 - 1978 in the General Records of the Department of Commerce (Record Group 40) that may include information about the organization and personnel of the Office of High-Speed Ground Transportation while they are assigned to the Department of Commerce. For more information about these records, contact the National Archives at College Park - Textual Reference (RDT2) via email at Archives2reference@nara.gov.
Additionally, we located Administrative History Files, 1968 - 1969 in Administrative Histories (Johnson Administration) (Collection LBJ-AdmHis) that includes information about the Federal Railroad Administration and may include information about the Office of High-Speed Ground Transportation. For more information about these records, contact the Lyndon Baines Johnson Library (LP-LBJ) via email at johnson.library@nara.gov.
The Archives Library Information Center (ALIC) has copies of the Department of Commerce telephone directories for 1965 through 1967, and a Department of Transportation telephone directory for October, 1968. For more information, please email ALIC at alic@nara.gov.
Due to the COVID-19 pandemic and pursuant to guidance received from the Office of Management and Budget (OMB), NARA has adjusted its normal operations to balance the need of completing its mission-critical work while also adhering to the recommended social distancing for the safety of NARA staff. As a result of this re-prioritization of activities, you may experience a delay in receiving an initial acknowledgement as well as a substantive response to your reference request from RDT2, LP-LBJ, and ALIC. We apologize for this inconvenience and appreciate your understanding and patience.
We also located an Organization Authority Record for the Office of High-Speed Ground Transportation that provides a brief history of the Office.
Finally, we searched online and located the following sources that provide information about the organization of the Office at specific times.
- High-speed Ground Transportation; Extension: Hearings, Ninetieth Congress, Second Session, on H.R. 16024 ... June 12, 13, 1968 (see page 13)
- Extension of High-speed Ground Transportation Act, Hearings Before the Subcommittee on Surface Transportation...90-2, on S. 3237, and H.R. 16024, July 16, 17, 1968, Serial No. 90-80 (see pages 31-32)
- Report on the High Speed Ground Transportation Act of 1965, July 1969 (see page 62)
We hope this is helpful. Best of luck with your research!
