According to the 1962 Biographic Register of the Department of State, Richard P. Mitchell was assigned to the consulate in Kuwait City on 21 August 1960.
We searched the National Archives Catalog and located Central Decimal Files, 1910 - 1963 and in the General Records of the Department of State (Record Group 59) which may include cables from Kuwait. Please note that depending on his place in the hierarchy, his name might not be on any of the cables, even if he wrote a particular cable in whole or in part. Cables typically went out under the name of the ambassador or the consul even when other staff wrote them.
