Yes they are, go to familysearch.org. It is a free website but you will need to register.
After you log in you will see 3 bars on upper right. Click on them
Click Search then Records
In the right hand column type in United
Scroll down to census
You will see the United States Census 1790 until 1940
Hope I did that right

Please see our Search Census Records Online and Other Resources for links to online census records offered through at our digitization partners Ancestry, Fold3, and FamilySearch. Of these three websites, FamilySearch is free but does require an account. There are also multiple additional genealogy websites which offer access to census records to their subscribers. In addition to genealogy websites, the Internet Archive makes available free images of census microfilm rolls, although they are not name indexed.
