Unfortunately the colony of Pennsylvania did not maintain colony wide registrations of births and other vital records during that time period. Any records are typically created by individual towns, churches, or families. You may wish to contact the Pennsylvania Historical and Museum Commission and the Genealogical Society of Pennsylvania for assistance. See also FamilySearch’s article on Pennsylvania, United States Genealogy.Also, we searched Ancestry and located a user generated “Rimmer Family Tree” that indicates his place of birth was Aylsham, Norfolk, England, citing the following listing from the data collection Norfolk, England, Church of England Baptism, Marriages, and Burials, 1535-1812, which Ancestry acquired from the Norfolk Record Office; Norwich, Norfolk, England.

Bonnie Terrell Apr 16, 2020 6:42 PM (in response to Jason Atkinson)thank you for your help. My siblings and I have run across this Isaac, but don't think it is the correct one. We do have the location of his tombstone, in Old Eagle Cemetery, West Chester. According to the inscription, his death was on 2/20/1827, and also inscribed was his age of 62 years, 1 month and 16 days which would make his birth date 1/4/1765.
During his life he lived probably as a renter on some land in that area in a log cabin. The person who took a photo of his tombstone said she did some research and thought he was a pastor to that church.
The only coincidental type link we may have found was to a Dutch line of Aertsen / or other similar spelling, who pronounced their name as Harrison and hailed from New Jersey. It shows a Matthew Aersen as being father to an Isaac Harrison, with the correct year of birth, but there is no information we could find on this Isaac, as their family tree did not have anything but the name and date of birth.
So he kind of rests in limbo at the moment. Bonnie
