We searched the National Archives Catalog and located a series titled Record Books of Executive, Legislative, and Judicial Offices of the Confederate Government in the War Department Collection of Confederate Records (Record Group 109) that includes Strength Reports for 1863-1864 of 18th Tennessee Volunteers plus other records of the Army of Tennessee. We also located three series titled the Confederate Muster and Pay Rolls; the Carded Records Showing Service of Military Units in Confederate Organizations; and the Carded Records Showing Military Service of Soldiers Who Fought in Confederate Organizations that includes a digitized file unit titled [Tennessee] Key, Charles - Age [Blank], Year: 1864 - Eighteenth (Newsom's) Cavalry, A-P in Record Group 109.
