    Seeking information on VA Delayed Birth Certificate

      Hello! I've found a copy of a delayed birth certificate for my great uncle. He was born in White Shoals, Gibson Station, Lee, Virginia, on 10 Jul 1916. It was filed on 10 May 1943 and is on a form titled Certificate of Birth - Commonwealth of Virginia - Department of Health - Bureau of Vital Statistics. The number of the form can't be read due to a hole punch taking out most of it. Question 23 asks if the child was born alive and the time of birth. Question 24 then asks, "Were eyedrops [sic] used?" The answer written in the blank on this certificate is "Parent's". Can someone assist me in understanding what exactly this refers to and why it would be on a birth certificate? I've been unable to find info on this. Thanks!!
