There are several agencies that have custody of Alcatraz files due to the changes of agencies responsible for the prison or administrative policy. We searched the National Archives Catalog and located a series titled Muster Rolls and Returns of General Prisoners, ca. 1868 - ca. 1912 in the Records of the Adjutant General's Office, 1762 - 1917 (Record Group 94) that lists prisoners held in War Department facilities including Alcatraz Island from 1868 to October 1912. For questions about and/or copies of these records, please contact the National Archives at Washington, DC - Textual Reference (RDT1) via email at archives1reference@nara.gov.
The National Archives at San Francisco (RW-SF) has custody of inmate lists that are generally from 1934 - 1963, however some of these files may be from as early as 1910 and as late as 1988. For a list of former inmates, please see the RW-SF webpage.
You also may research the Alcatraz Museum Collections with the National Parks Service as well as the California State Archives. Both organizations have a wealth of information from the period when the prison was administered by the War Department.
