Records of the House Committee on Indian Affairs held by the National Archives are part of Record Group 233 -- records of the U.S. House of Representatives, and reference is provided by the Center for Legislative Archives.
A private bill introduced on March 3, 1884 would be part of the records of the 48th Congress. In this Congress, the best place to check for papers related to a private bill is the accompanying papers series -- accompanying papers consist of a specific series of bill files and supporting documentation related to private claims. These records are arranged alphabetically by person, state, territory, or subject.
I checked the accompanying papers for the 48th Congress and found a file on Malcom Dobie and Milton S. Stratton -- for more information on this file, you can connect with an archivist from the Center for Legislative Archives by emailing legislative.archives@nara.gov.
