    Seeking records about James H. Merrill and his trip to Russia

      Hi.  I'm trying to verify information provided by someone.  It's related to a James H. Merrill trip to Russia to improve his gun design/smithing capabilities.  I was informed that Merrill working at Sestrorestzk Armory came from correspondence to the Chief of Ordnance(?). The trip would have occurred pre-1860, and I have attached a proof of U.S. citizenship from 1855 for a passport that I believe would have been for his trip to the Russian Sestrorestzk Armory.  Any information anyone can find would be greatly appreciated.
