We searched the National Archives Catalog and found a series titled General Classified Files, 1914-1945 in the Records of the Bureau of Insular Affairs, 1868-1945 (Record Group 350) that includes two file units: 21274-26 that consists of periodicals relating to the hospital scandal and 21274-35 that contains the “Special Report of the Investigation of the Phillipine General Hospital'' from 2 September 1916. Neither file unit included the letter you seek. We also located a series titled Manuscript Reports of the Philippine Commission, 1900 - 1915 in Record Group 350 that may contain the records you seek.
The staff of the National Archives at College Park - Textual Reference (RDT2) will be pleased to make both of these series available to you or your representative in the Textual Research Room located 8601 Adelphi Road, College Park, MD, near the University of Maryland--College Park campus. The Textual Research Room (Room 2000) hours are 8:45 a.m. to 5:45 p.m., Monday through Friday, except legal holidays. The RDT2 consultation room hours are 8:45 a.m. to 4:00 p.m., Monday through Friday, except legal holidays. No appointment is necessary.
Lastly, we located a series titled Manuscript Reports of the Governors General of the Philippines, 1900 - 1915 in Record Group 350 that possibly may contain the records you seek. This series has been microfilmed as National Archives Microfilm Publication No. P2185. Microfilm publications are available only on DVD for $125 per disk. Please complete and return the NATF Form 36 with your remittance. If you wish to pay by using a MasterCard or VISA credit card, you should return the form (annotated with type of credit card, account number, expiration date, and your signature) to the National Archives Trust Fund, Cashier (BCT), 8601 Adelphi Road, College Park, MD 20740. Your account will be verified before the DVD(s) is/are shipped.
Or you may order online at https://www.archives.gov/shop/ and click on "Request & Order Reproductions Online." Select "microfilm." Type in the microfilm publication number such as T918 and click on "search." A listing of the publication title(s) will appear. Click on the name of the publication. That will take you to a summary page. On the right hand side of the page will be a pdf file. Click on "View Important Publication Details." This is a listing of the contents of the microfilm rolls. In the middle of the summary page, click on "Continue to Order" to purchase a DVD of the rolls in which you are interested.
Or you or your representative may view P2185 in our Microfilm Reading Room (Room 4050) at the National Archives in College Park, MD.
