We suggest that you request the Civilian Conservation Corp personnel records for Chester C. Goins that are in the Custody of the National Archives at St. Louis. For access to these records please complete NA Form 14136, Request for CCC Personnel Records and mail or email it to the National Archives at St. Louis, ATTN: Archival Programs, P.O. Box 38757, St. Louis, MO 63138-1002. Their email address is stl.archives@nara.gov.
For information on Tennessee CCC camps, we searched the National Archives Catalog and located a series titled Camp Inspection Reports, 1933 - 1942 in the Records of the Civilian Conservation Corps (Record Group 35) that included 124 file units for CCC camps in Tennessee. The staff of the National Archives at College Park - Textual Reference (RDT2) will be pleased to make the finding aids to these records available to you or your representative in the Textual Research Room located 8601 Adelphi Road, College Park, MD, near the University of Maryland--College Park campus. The Textual Research Room (Room 2000) hours are 8:45 a.m. to 5:45 p.m., Monday through Friday, except legal holidays. The RDT2 consultation room hours are 8:45 a.m. to 4:00 p.m., Monday through Friday, except legal holidays. No appointment is necessary.
