We searched the National Archives Catalog and located 2 series titled Logbooks of U.S. Navy Ships, 1801-1940; and Muster Rolls of Naval Ships and Shore Establishments, 1/1898-6/30/1939 in the Records of the Bureau of Naval Personnel (Record Group 24) that includes information pertaining to the USS Arizona. Some records are digitized and available in the Catalog but not all. For access to and/or copies, please contact the National Archives at Washington - Textual Reference (RDT1) via email at archives1reference@nara.gov.
We also searched the National Archives Catalog and located the series titled Draft Registration Cards, 1917-1918 in the Records of the Selective Service System (World War I) (Record Group 163) that are in the custody of the National Archives at Atlanta (RE-AT). For access to and/or copies of these records, please contact RE-AT via email at atlanta.archives@nara.gov.
We suggest that you request a copy of his Official Military Personnel File (OMPF). OMPFs and medical records of enlisted men/officers of the U.S. Navy or the U.S. Marine Corps who served between WWI & WWII and during WWII are located at NARA’s National Personnel Records Center (NPRC), (Military Personnel Records), 1 Archives Drive, St. Louis, MO 63138-1002. To request these records, please mail a completed GSA Standard Form 180 to NPRC.
Lastly, we searched Ancestry and located Carl Clayton Russell’s World War I Marine Corps enlistment; and his World War II Draft Registration Card. There may be a fee for using Ancestry to access digitized records. However, you may view these records online at one of NARA's facilities for free via a NARA PC.
