Also, he was a prisoner of war during WW2. The below records are on familysearch.org. You need an account but it is free.

He may have been on a Naval base in 1940 possibly Pearl Harbor(?) since he was fighting in the Pacific.

We searched the Muster Rolls of U.S. Navy Ships, Stations, and Other Naval Activities, 1/1/1939 - 1/1/1949 in Records of the Bureau of Naval Personnel (Record Group 24) and located a quarterly muster roll of the USS Napa (AT-32) that covers October 1940 through December 1940. Edward F Kutchey is listed as a crew member of the USS Napa (AT-32). He is also listed as a crew member in the muster rolls for the preceding quarter (July - September 1940) and the following quarter (January - March, 1941). There are no indications that he transferred to any other ships or stations at any time during these months. The muster rolls for October 1940 through December 1940 have not been scanned and are not available on Ancestry, Fold3 or through the National Archives Catalog. For access to and/or copies of these records, please contact the National Archives at College Park - Textual Reference (RDT2) via email at archives2reference@nara.gov. Please include in your email a link to this message stating that these months were omitted when the muster rolls were digitized, but are included on the microfilm.Should you be interested in learning more about these movements of the USS Napa during these months, please see the information in the reply to your previous question for instructions about requesting the deck logs of the ship. The previous reply also includes instructions for requesting his U.S. Navy Official Military Personnel File (OMPF).

I greatly appreciate your help. May I please ask how to obtain a copy of this record officially and the missing months from October 1940 through December 1940 and where USS Napa (AT-32) was stationed during that time? I need it for Embassy purposes. Checked with archives2reference@nara.gov. but no reply yet.
I emailed NARA again and It is very hard to get in touch with them. I have requested a copy of my father's OMPF in May last year, they told me they have emailed it on Dec 25, 2019, and to allow 7 days for the courier when I checked with them again last Jan 3 they told me that they have closed my request.

According to the National Personnel Records Center (NPRC), an invoice for his OMPF was sent by postal mail yesterday. Since this is being sent internationally, it will probably take longer to get to you and then back to NPRC. Please respond as soon as you receive the invoice. Although this case is being serviced by NPRC, the National Archives at St. Louis (RL-SL) may assist you if you have questions after you receive the invoice. RL-SL may be reached via email at stl.archives@nara.gov.
Since the National Archives at College Park - Textual Reference (RDT2) also received your request about the unscanned muster rolls of the USS Napa (AT-32) for October - December 1940, RDT2 will respond to you.

I have one lady named Alicia Henneberry who has been really helpful to me. She actually gave me a courtesy copy page of the rolls for USS Napa in Record Group 24: Records of the Bureau of Naval Personnel October-December 1940. She mentioned that the page was missing from Ancestry.com but they were still present on the original rolls. My problem is the copy is very blurry when we try to print it, especially the top part where the ship and the date were supposed to be. The whole image is very dark. I emailed her again but I never got a reply back, I understand she is busy. I asked my son to Photoshop it but we cannot fix it. If it is not too much to ask, may I please request a clearer copy of it? I would be needing this as an Embassy requirement next week and I would really appreciate your assistance. I am attaching a copy of the file so you will know what I am talking about. So sorry about this and thank you very much in advance.
