The Federal Government does not ordinarily create or maintain birth, death, marriage or divorce records. Such records are made and kept by State and local governments rather than the National Archives. For a copy of various vital records, we suggest that you search the Indiana Vital Records Genealogy; Archives; and Indiana State Archives and Libraries websites for more information. Statewide registration of births in Indiana began in 1907.
We searched the National Archives Catalog and located Population Schedules for the 1870 Census; and the 1910 Census in the Records of the Bureau of the Census (Record Group 29) for information about Julia Milliken and William Oliver. The census records for Indiana are not yet digitized and available in the Catalog. For access to and/or copies, please contact the National Archives at Washington - Textual Reference (RDT1) via email at archives1reference@nara.gov.
We also searched Ancestry and located a William Oliver on the 1870 Census at age 17 living with his parents and siblings; All Census results for Julia Milliken and possibly William & Julia Oliver on the 1910 Census. There may be a fee for using Ancestry. Instead, you may view these records online at one NARA's facilities for free via a NARA PC. For the nearest NARA location, please consult our web page at https://www.archives.gov/locations/. Also, some of the images from Ancestry are available for free on Family Search at https://www.familysearch.org/en/.
