Thank you for posting your request on History Hub!
We searched the National Archives Catalog but were unable to locate any records pertaining to the emigration of James Wilkins to the United States or about the origins of his arrival in Florida using the information provided. It may be possible that he traveled to Canada first from England, and then crossed the border into New York.
However, we also searched Ancestry and located James Wilkins’ possible Christening in December 1799 in England; All Immigration & Travel Results; All Census Results; Marriage Record (no image); and Grave Site in Escambia, Florida. There may be a fee for using Ancestry. Instead, you may view these records online at one of NARA's facilities for free via a NARA PC. For the nearest NARA location, please consult our web page at https://www.archives.gov/locations/. Also, some of the images from Ancestry are available for free on Family Search at https://www.familysearch.org/en/.
For information about his emigration from England, we suggest you contact The National Archives of the United Kingdom, Kew, Richmond, Surrey, TW9 4DU, United Kingdom for any information about 19th ship departure records. The website is https://www.nationalarchives.gov.uk/

This was on familysearch.org. A land assessment for James dated 1821-1822. You need an account but it is free.
