Thank you for posting your request on History Hub!
We searched the National Archives Catalog and located one series Passenger and Crew Lists of Vessels Arriving at New York, New York, 6/16/1897-7/3/1957 in the Records of the Immigration and Naturalization Service (Record Group 85) that may contain a passenger arrival list from Turkey to Ellis Island. Some records are digitized and available in the Catalog but not all. For access to and/or copies to the non-digitized records, please contact the National Archives at Washington - Textual Reference (RDT1) via email at archives1reference@nara.gov.
You also may access the digitized passenger arrival records on Ancestry. There may be a fee for using Ancestry. However, you may view these records online at one NARA's facilities for free via a NARA PC. For the nearest NARA location, please consult our web page at https://www.archives.gov/locations/. Also, some of the images from Ancestry are available for free on Family Search at https://www.familysearch.org/en/.
