We searched the National Archives Catalog and located a series Orders and Circulars, 1797 - 1910 in the Records of the Adjutant General's Office (Record Group 94) for the general order you seek. For access to and/or copies, please contact the National Archives at Washington, DC - Textual Reference (RDT1) via email at firstname.lastname@example.org.
We also located 3 series titled Plans of Military Hospitals and Medical Facilities, 1894-1951 in the Records of the Office of the Surgeon General (Army (Record Group 112); Plans of Military Hospitals and Quarantine Stations, 1855-1964 in the Records of the Public Health Service (Record Group 90); and U.S. Army Forts and Facilities Maps and Plans, 1820-1939 in the Records of the Office of the Quartermaster General (Record Group 92) that may have the plans and specifications of the hospital. The records are not all digitized in the Catalog.
