I did a quick search on NARA online catalog and it looks like there are numerous records possibly on your Great-grandfather as working in Department of Interior, Census Department Division IV (Farms,Homes,and Mortgages). He was appointed in Jan 28th, 1890 in 6th Congressional District. Would also try reaching out to local Frederick, Maryland County Historical records as well as

Thank you for posting your request on History Hub!
We searched the National Archives Catalog and located one series Consolidated Enrollment Lists, 1863-1865 in the Records of the Provost Marshal General’s Bureau (Civil War ) (Record Group 110) that includes a E. A. Gittinger on Maryland, 4th Congressional District, Class No. 1 indicating he had a disability that was sustained on June 5, 1864 and his name is lined out (Frame 32). And on Maryland, 4th Congressional District, Class No. 1, we located another listing for him at the age of 28 (Frame 213). We were unable to locate any information about his military service with a specific Union Army unit or in any pension application files at the National Archives.
You may wish to search The Historical Society of Frederick and the Maryland State Archives for additional resources and background materials.
