Give our Record Group Explorer a try. This visualization presents NARA's Record Groups in descending order from the Record Group with the largest number of textual records to the smallest. This pathway into NARA’s holdings provides an intuitive interface to understand the scale and organization of our holdings and to explore what is available online via the National Archives Catalog. By clicking on any of the Record Groups in blue boxes, you can find an overview of the scans available online within that Record Group. Learn more about the Record Group Explorer.

You might find the Guide to Federal Records useful, with the caveat that the information in the guide hasn't been updated in quite a while. It is helpful for getting a general impression of the major programs and records an agency produced that have been transferred to the National Archives, and where those records are located. If you are interested in specific subjects, the Guide can be helpful for figuring out paths of inquiry in the National Archives catalog.
