Hopw your still on the hunt. Try requesting military records for before 1912. It looks like according to his ww1 registered card he was 36. So it seems he was in the Navy prior to ww1, may have gotten out after his enlistment before the war. Then the war broke out and had to register. Just a thought. NARA has on their website were to send for those records.

We searched the National Archives Catalog and located the Logbooks of U.S. Navy Ships, 1801-1940 in the Records of the Bureau of Naval Personnel (Record Group 24) that include the USS New York (ACR-2) for 15 May 1909 - 17 February 1911. From 29 August 1910 - 17 February 1911, the ship was renamed the USS Saratoga. Three other series that may contain records about your grandfather’s naval service: the Muster Rolls of Naval Ships and Shore Establishments, 1/1898-6/30/1939; the Records Summarizing Service of Officers and Men of the Naval Auxiliary Service, 1901-1917; and Personnel Record Cards for Officers and Men of the Naval Auxiliary Service, 1901-1917 also in Record Group 24. These records are not digitized or available in the Catalog yet. For access to and/or copies of these records, please contact the National Archives in Washington, DC - Textual Reference (RDT1) via email at archives1reference@nara.gov.
The First World War selective service (draft) records (including the 4th registration) are in the custody of the National Archives at Atlanta (RE-AT) via email at atlanta.archives@nara.gov.
On Ancestry, we located your grandfather’s World War I Draft Registration Card. There may be a fee for using Ancestry. Instead, you may view these records online at one NARA's facilities for free via a NARA PC. For the nearest NARA location, please consult our web page at https://www.archives.gov/locations/. Also, some of the images from Ancestry are available for free on Family Search at https://www.familysearch.org/en/.
