Have you tried requesting his military records? Here is what to do.
You can mail or fax your signed and dated request to the National Archives' National Personnel Record Center (NPRC). Be sure to use the address specified (either in the instructions on the SF-180 or in our online system, eVetRecs).

We searched the listings of the Distinguished Service Cross recipients for World War II, Korea, and during Peacetime, but were unable to locate a John Gordon Andrews on the lists. We suggest you contact the Air Force Historical Research Agency, 600 Chennault Circle, Building 1405, Maxwell Air Force Base, AL 36112-6424. The web site is https://www.afhra.af.mil/.They may have the general orders you seek.
