Seeking list of Prisoners of War in York Co., PA

I have a poor quality image of a document from the archives; I am looking for a more legible copy of it. There is no citation, only that it came from the National Archives in Washington. The heading reads "Return of the Prisoners of War in York County Penna." dated [illegible] April 1782, and signed by "Geo. Gibson". I have tried all the keywords I can think of with no success. Can you help me?

For access to these records, please contact the National Archives at Washington, DC - Textual Reference (RDT1) via email archives1reference@nara.gov.
