Seeking father's birth certificate

My father was born in Toronto Canada March 15, 1910 probably at home. He immigrated to the United States and became a citizen but the Archives in Canada cannot locate his birth certificate.

I have his US passport that states he was born in Canada. The Social Security Administration does not need a birth certificate to apply for a card. The State Department cannot locate his documents for his passport application. I am stuck.
