Dear Ms. Lykins,
Thank you for posting your request on History Hub!
We searched the National Archives Catalog and located a Criminal Defendant Case File for Willoughby Winchester in the record series Defendant Jacket Files for U.S. District Court Western Division of Arkansas, Fort Smith Division, 1866 - 1900. The crime is listed as muder and the jacket number is 207. We also located a Criminal Defendant Case File for Joseph Roper and another Criminal Defendant Case File for Joseph Roper for liquor related violations.
All of these records are part of the Records of District Courts of the United States (Record Group 21).
These and other records of the U.S. District Court for the Fort Smith Division of the Western District of Arkansas and its predecessors are in the custody of the National Archives at Fort Worth (RM-FW) that has created a Research Guide to the Criminal Case Files of Fort Smith, Arkansas, 1860-1896.
