If you contact National Archives reference staff and provide them details about which specific project you are looking for, they can help you identify relevant records. See their Contact Us page.
In addition to the National Archives, there our many other organizations that might contain relevant records. Without knowing which project you are looking for, it is difficult to make specific recommendations. However the following websites may be of interest.

You should also check state and local libraries, museums, archives and historical societies as some of them have records related to WPA projects in their area.-

After I posted this inquiry, I learned the NARA catalogue did not necessarily list every record individually (as you point out). I've reached out to NARA reference and am awaiting their response. But I appreciate your thoughtful suggestions.
