You can find full searchable lists of then-active duty vessels, published by the Coast Guard, on Hathitrust.org:

Depending on the ports where the vessels docked after completing the trip (not necessarily their homeport), the logs themselves, which would show the seaman on the crew list, are held at various NARA locations (https://www.archives.gov/locations).
Unfortunately, not all of the locations have indexes for their logs from that time period. The National Archives at Fort Worth does have a searchable index that you can request from ftworth.archives@nara.gov.
