We searched the National Archives Catalog and located the Rolls of Eastern Band of Cherokee compiled by Frank Baker. All applications were kept and some of those denied had the reasons noted on the application. They have been microfilmed as National Archives Microfilm Publication No. M1773 and copies are available at most of NARA’s facilities. For the nearest NARA location, please consult our web page at https://www.archives.gov/locations/.

I don't know if you've already obtained the information regarding the Baker roll applications, but you can look up the application number and the microfilm roll it is on within the pamphlet for microfilm publication M2104, which you can view here: https://www.archives.gov/files/research/microfilm/m2104.pdf. The microfilm itself is held at the National Archives at Washington, D.C. (firstname.lastname@example.org).
You can also access that microfilm on Ancestry, which is available at no cost at all National Archives locations: https://search.ancestryinstitution.com/search/db.aspx?dbid=2398.
