We searched the National Archives Catalog and located a series titled Letters Sent, 1897 - 1899 of Company H, 21st Infantry Regiment in the Records of U.S. Regular Army Mobile Units (Record Group 391). The Official Register of the United States, 1889, volume 1 page 667 has a listing of the officers of the 21st Infantry Regiment. No officer with that name is listed. The colonel of the regiment is Jacob Kline and the lieutenant colonel is William H. Clapp.
According to George W. Cullum's Biographical Register of the Officers and Graduates of the United States Military Academy at West Point, New York, since its establishment in 1802, Charles A. Williams, Class of 1874, served as a major in the 17th Infantry starting June 8, 1899. This verified by page 666 of the aforementioned Official Register. On June 28, 1902, he was appointed as a lieutenant colonel in the 28th Infantry. He did not become a colonel of the 21st Infantry until January 23, 1904.
