Dear Ms. Paddock,
Thank you for posting your request on History Hub!
We searched the National Archives Catalog and located Rosa Belle Friend Palmer and her son, Horace Palmer, in the 1940 Census Population Schedules - Montana - Phillips County - ED 36-18B in the Records of the Bureau of the Census (Record Group 29). We were unable to locate Rosa or Horace in the Population Schedules for the 1900 Census, the Population Schedules for the 1920 Census, and the Population Schedules for the 1930 Census in the Catalog as digital images have not been added yet.
Thus, we searched the Federal Census records on Ancestry and found Rosa in the 1900 Census, the 1920 Census and the 1930 Census. Unfortunately, very few births were recorded at the county or state level in Iowa prior to 1880. Prior to 1880 you normally have to use substitute records to determine an individual’s DOB. Since we located Rosa’s name in the 1895 Iowa State Census and the 1905 Iowa State Census on Ancestry that indicated that she may have been born in 1873. We also located Rosa’s marriage record, her son Horace’s birth record, Rosa’s marriage record to Henry Holmes and divorce record. To view these records on Ancestry, there may be a fee.
Or you may view these records online at one NARA's facilities for free via ALIC. For the nearest NARA location, please consult our web page at https://www.archives.gov/locations/. Also, some of the images from Ancestry are available for free on Family Search at https://www.familysearch.org/en/.
We hope this information is helpful. Best of luck with your family research!
