1 person found this helpfulDear Ms. Peppers,
Thank you for posting your request on History Hub!
We searched the National Archives Catalog without success. We also conducted a general search using Ancestry and located 162 possible records pertaining to a W. E. Wingfield. In order to determine which one of the 162 records belong to your ancestor (if any), we suggest that you review our blog post -- Suggestions and Advice for Family History Researchers
for ideas on how to conduct your family genealogy research.
Remember that Ancestry may charge a fee for this service. Or you may view these records online at one NARA's facilities for free via ALIC. For the nearest NARA location, please consult our web page at https://www.archives.gov/locations/. Also, some of the images from Ancestry are available for free on Family Search at https://www.familysearch.org/en/.
We hope this information is helpful. Best of luck with your family research!

Henry Rosenberg Jun 3, 2019 4:00 PM (in response to Pam Peppers)There is also much information of familysearch.org and it is free. That is a good starting point. Also, if you want us to help we need more info, like approximate DOB, where he lived and when and maybe some other relatives.
Good luck,
Henry
