We searched the National Archives Catalog and located a series titled Subject and Policy Files, 1893 - 1957 that includes records of the Board of Special Inquiry for Seattle. The two file units and one item do not contain the information you seek. It has a Subject Index to Correspondence and Case Files, 1906 - 1957 that may be useful in searching for individual hearings.
The US Citizenship and Immigration Service (USCIS) has created this Quick Guide to searching INS correspondence files: https://www.uscis.gov/history-and-genealogy/genealogy/genealogy-notebook/quick-guide-finding-ins-case-and-correspondence-files-related-specific-individuals. The second bullet point provides some extra guidance for researching individuals who had BSI hearings.
