My great grandfather worked for the WPA in California. He is listed in the U.S., Department of Veteran's Affairs BIRLS Death File, 1850-2010. Why would a WPA worker be considered a veteran?

WPA workers were not considered veterans. Nothing in the nature of their work would make them eligible for VA benefits on their own. There are two possible reasons why he was included in the VA BIRLS Death File -- he may have served in the U.S. Armed Forces or he may have applied for and received benefits as a veteran’s survivor.
