Special Agent Charles Davis was appointed in 1910 to investigate the discrepancies in Guion Miller’s 1906 report/roll of Eastern Cherokee in 1835 & 1845 and Frank Churchill’s 1908 report/smaller roll of Eastern Cherokee. Is this the information you seek? If so, the National Archives at Washington, DC (RDT1) Archives I has custody of the Copybook of Special Agent Charles L. Davis Relating to the Enrollment of Eastern Cherokee, 1910 - 1911 that includes his reports, letters, and depositions collected during his investigation of the North Carolina Cherokee enrollments. For access to and/or copies of the Davis’ Copybook, please contact RDT1 via email at archives1reference@nara.gov. We are not aware of a commission headed by Davis.
