Military dependents and other persons born on military bases within the United States have their birth certificates issued by the state in which the base was located. The Federal government does not keep a copy of the birth certificate. You need to contact the South Carolina Vital Records Office. They will be able to issue you an official, certified copy of your amended birth certificate, with the seal of issuing authority, which will fulfill the requirements for a passport application.
We also spoke to a customer service representative at the National Passport Information Center and she said that the amended birth certificate issued to adoptees is sufficient for a passport application, as long as it is a certified copy. Photocopies or other unofficial reproductions, even if notarized, would not be accepted.
